Catholic Diocese of Hong Kong was probably first worldwide to suspend Masses.

Three points to note, which confirm your observations:

    1. At the time, Hong Kong Diocese had no Bishop, only an Apostolic Administrator under even tighter control, noose and reins of Bergoglio

    2. The above measures were published in the evening – around 5pm – of Thursday 13 February 2020. The Anglican Archdiocese of Hong Kong followed these with remarkably similarly worded restrictions just 16 hours later – about 9am on Friday 14 February 2020. (These have since been memory holed online. One wonders why.)

    3. These measures were implemented just as the Mainland and Hong Kong were reopening “non essential” stores such as Apple stores and preceded Hong Kong civil government restrictions on churches and places of worship by some weeks. Orthodox and Evangelical churches and mosques remained open for those weeks after the Catholic and Anglican suspensions, but before the civil suspension.

I wrote many protest letters to the Apostolic Administrator and Diocesan Curia at the time pointing out that Apple stores were permitted to be packed full (as cathedrals and churches should be), but churches were closed. Sacrificing to mammon was “safe”, but the Sacrifice of the Mass not so, apparently.

Of course, I never got any answer – not even an acknowledgement of receipt. Nor did any of my friends who wrote similar letters.

I am disgusted by the cowardice, the worst is the faithful older catholics who died not just alone but in fear because they couldn’t have access to priests…i could forgivre them for pedophilia but i won’t forgive for this
